The Federal Reserve’s emergency cut to interest rates didn’t provide much of a salve for markets rattled by the coronavirus. Instead, it raised red flags about a possible credit crisis for small and midsize businesses.

The half-percentage-point rate cut, the first move between scheduled policy meetings since the global financial crisis, sent yields on the 10-year Treasury note below 1%. The S&P 500 had reversed early gains to fall 3% by late afternoon. Some economists see the move, aimed at cushioning business confidence, as a high-risk bet.  —more

Raising Capital Gets Tougher for Real-Estate Funds

As property values hit a plateau, big investors are becoming more selective about where they put their money

The amount of capital raised by real-estate private-equity funds plummeted in the fourth quarter of 2019 in a sign that investors are struggling to find high-yielding deals after years of soaring prices.

Only $18 billion of real-estate funds closed during the quarter, the smallest amount for a three-month period since the first quarter of 2013, according to data firm Preqin. By comparison, the total was $47 billion in the third quarter of 2019 and $35 billion in the fourth quarter of 2018, Preqin said.

Analysts caution against putting too much weight on one quarter’s results. Fund closings often take place in bursts, they note.  —more

To be honest, the whole opportunity zone thing has been a bit of a phenomenon. Once an overlooked eight pages of sloppily-written text buried deep within the Tax Cuts and Jobs Act, over the last two years, the opportunity zone tax break – or at least talking about the opportunity zone tax break – has become big business. Not a week goes by that there isn’t an conference or three on the topic somewhere in the country. Over the summer, I arrived home from work one day to find the inaugural issue of Opportunity Zones Magazine in my mailbox. And to top it all off, in the past year, I’ve been interviewed by two opportunity zone podcasts, which is worthy of note only because it establishes that there are multiple opportunity zone podcasts. more

New opportunity zone rules answer pressing questions

The IRS released its second set of proposed regulations implementing the new opportunity zone tax incentives on April 17, and the largely generous rules will make it easier for taxpayers to use asset sales to exit funds and use leased property within a fund, even when leased from related parties.

Opportunity zones were created by the Tax Cuts and Jobs Act to encourage investment in specific geographic areas. Taxpayers investing in qualified opportunity funds (QOFs) can defer and even exclude capital gain if they meet certain requirements. The new proposed regulations (REG-120186-18) clarify parts of the proposed regulations issued in October (Reg-115420-18), and address many of the other significant unresolved questions.
